Each county of every state has VSOs that are employed by that state’s gov’t within each state’s respective Dept. of Veteran affairs which the governor is in charge of. They don’t make very much for a salary so there really isn’t any incentive to be all you can be for the Vets that they service. Most of the regional office directors within VBA, if not all, are higher band GS-15s and the people that they report to are usually SES which are hand picked politicos at the whim of Sec. Shinseki and his entourage. Most Senators have a liasion to Veteran’s Affairs as well as most house reps. JOVO, they should be hounded for “missing” STRs and the compensation backlog simply because Congress (as well as the Federal Courts) are the only one’s that can force the President’s Cabinet to execute on the laws that are enacted (United States Code). As the CEO of the USA, the POTUS is ultimately responsible for execution of the Codified Federal Regulations (or CFRs). I think it obvious where this POTUS is willing to put his funds!
